
Many homes in Hampshire aren’t equipped to cope with extreme temperatures. Freezing conditions in winter and heatwaves in summer create challenging living circumstances, particularly for those whose health is most affected by temperature.
Hitting the Cold Spots addresses these challenges by offering residents a free, in-depth, personalised advice and support service.
The service is funded by Hampshire County Council. It has already helped thousands of residents access new heating systems, home energy upgrades and the personalised advice they need to help them stay well at home.
Why is it important?
Vulnerable residents, such as older adults or those living with a health condition, feel the affects of extreme temperatures more than the general population. Without our dedicated support, many residents would be struggling to stay healthy in their own home.
Through Hitting the Cold Spots, we’re:

🟠Signposting to additional support services.
🟠Training other frontline service providers to understand and act on the challenges of fuel poverty.
The practical help transformed my situation, but equally important was the reassurance of knowing that someone cared and was willing to help me find a way forward.

What clients can expect
We offer free, impartial and personalised support to help residents feel empowered and positive about their living circumstances.
Clients can expect their adviser to:
🟠Identify and share information about any funding opportunities they may be eligible for, in relation to home heating and energy efficiency measures.
🟠Submit applications on their behalf, where they are eligible.
🟠Provide tailored, in-depth information, advice, guidance and signposting.

The results
In 2025-26, we facilitated 107 large measure installations. Large measures include insulation and new heating systems.
We provided information, advice and guidance to 1,241 households, and achieved more than £356,000 in gains and savings for clients.
We delivered fuel poverty awareness training to 143 frontline workers.
