
Hampshire residents can get free help with staying warm and well at home again this winter.
Hampshire County Council continues to help residents stay warm and well at home through its Hitting the Cold Spots service, delivered by us here at the Environment Centre (tEC).

Our friendly team helps residents across three main themes:
Access to heating and hot water: Hitting the Cold Spots helps residents source grants and funding to cover the cost of repairing or replacing broken boilers and hot water systems.
Managing complex billing and supplier issues: The team supports residents who are experiencing complicated situations with their energy supplier. This can include speaking to the supplier on the resident’s behalf.
Advice, guidance and signposting: Hitting the Cold Spots offers residents advice and guidance on topics such as saving energy through behaviour change, selecting energy tariffs, and dealing with damp and mould. The team has strong relationships with other organisations and charities across the county and can signpost callers to a wide range of other support services.

In 2024-25, Hitting the Cold Spots:
- facilitated 114 large energy efficiency / low carbon measure installations, resulting in:
- Estimated lifetime savings of >407 tonnes of CO2e
- Estimated lifetime savings of > £389,800
- provided information, advice and guidance to 876 households.
- achieved more than £821,900 in gains/savings for residents.
- delivered fuel poverty awareness training to 142 frontline workers.
